                                No wonder the BJP government is not
 even pretending to bother about Special Status. They have come out with
 a shiny new last nail to seal Goa's coffin. Whether the citizens of Goa
 and those Goans living and working abroad will allow this black bill to
 be turned into a law is left to be seen. All illegal structures across 
the state will be regularized. And get this! None of those state 
administration politicians or officials can be prosecuted for their 
actions. They will be immune from any legal proceedings.



This story broke when a press conference was called by a local group 
called The United Goans Foundation and a copy of the draft law was 
unfolded. 



Such in-your-face illegality takes your breath away. Now we are told 
that this is the brainchild of none other than Manohar Parrikar.  He 
promised it in the 2014-15 Budget. Frankly, we have ceased to be 
surprised by any actions this gentleman has done so far, in breaking all
 electoral promises he made in his famous manifesto. He and his 
colleagues are scrambling to stay in politics by any means.



The Draft Bill is called the "Regularisation of Unauthorized Structures and 
Encroachments Act, 2015".



So what happens to encroachments on Comunidade lands? Nothing. They 
can live long and prosper and no one can touch them. What about those 
politicians and officials that allowed them to build? Nothing, this bill
 is being made, so that they too can live long and of course, prosper.



What happens to illegal structures built on beaches and steep 
hillsides, in fields and in NDZ (No Development Zones)? Nothing. They 
can continue without fear and others can follow suit. Because this Draft
 Bill opens Goa to any squatter who can bribe his way through the Town 
and Country Planning department, the Goa State Pollution Control Board, 
the Forests and Environment Department and the Police, the local MLA, 
the Minister and the Chief Minister.



Illegal structures in wildlife sanctuaries will not be condoned, but 
they can be condoned on a case-to-case basis. Loosely translated into 
politicalspeak it means on a suitcase-to-suitcase basis.



This top secret black bill, was circulated three months ago to the 
various departments that deal with illegal structures. If it is allowed 
to see the light of day will open any corner of Goa to every migrant who
 will now head to Goa and set up his tent wherever he pretty much 
pleases. He will bring his extended family and friends in due course and
 slums will spread like a rash. 



Our politicians will then take our taxes paid from our toil and build
 buildings for them, so that more and more happy voters swell their 
voter base.



The builder lobby that has built projects flouting all laws, will continue 
pouring funds into the BJP coffers. 

The draft bill says it applies to all structures built up until 
February 28, 2014. There is nothing to stop future corrupt governments 
like this one from amending the Act and extending the regularisation to 
current illegalities.

This black bill will override the Regional Plan 2021, will override 
the Town and Country Planning (TC) Act, the Code of the Comunidades, the
 Panchayati Raj Act and the Land Revenue Act.



The BJP know that in a level playing field their ineffectiveness in 
governance will guarantee that they will be back in the Opposition seats
 in less than two years. It is this knowledge that is powering them to 
grow their voter base even if it means destroying the "Golden Goa" that 
Parrikar so dramatically promised to restore when he made that stirring 
speech in the first public swearing in ceremony in India.
