In an order issued under section 144 of the Cr P C, District Magistrate, G P Naik has diected all persons given houses or accomodation on rent to intimate the nearest police station with details and identity of the persons taking such premises on rent. The security measure is being taken following the terror attacks in Hyderabad last month. The district Magistrate told Herald that the checks are being taken to ensure that houses are not rented to persons who could be involved in anti-social and terrorist activites in the state. Sources in the know said the order has been issued following a recommendation from the police in order to tighten security measures to keep the anti-socials and terrorists at bay. Naik said his order would remain in force for a period of two months from Tuesday and any violation by any landlord would be dealt with under the provisions of the Indian Penal Code. Replying to a question, the district Magistrate said it is for the police to bring to his notice any violation of the order before he initiates action under the IPC. Clinics to submit sonography reports every month BY HERALD REPORTER PANJIM, SEPT 4 In an interesting development and a move to clamp down on abortions and pre-natal sex determination clinics, the district administrations have stepped in to act against erring clinics in the state. According to officials, the powers have been bestowed by the central government earlier this year following which the North Collectorate today began its new role under the Pre-conception and pre-natal diagnostic Technique Act. According to the Additional Collector Swapnil Naik, the North administration will inspect all such clinics numbering about 69 in North Goa and also conduct surprise checks on all such clinics operating in the district. Mr Naik said, The clinics will also have to submit to the collectorate on the 5th of every month a report of all sonographies conducted in the previous month which will indicate the kind of tests conducted. He also said that the clinics are required to display certain literature, signages in the clinics. The North administration today conducted an inspection of around five clinics in the taluka of Bicholim and it is learnt that action is proposed against one erring clinic. Vasco resident held for duping 10 youth HERALD REPORTER VASCO, SEPT 4 - Vasco police has arrested one Payal Vishnu Patel (23) of Pixem Dongri Vasco on charges of duping 10 youth from Vasco of about Rs 7.03 lakh, after promising them jobs at a shopping mall in Dubai. Anthony Peter along with Sameer M Shirgaokar, Hassan Abdul, Anand Pillai, Vinesh, Sayed Jallauddin, Mahendra Sarmalkar, Oscar Rosario, Narayan Dara and Mohammed Gouse Shaikh lodged their complaints against one Samar Dev of Chennai and Patel on Tuesday evening. Narrating their story, one youth stated that they were familiar with Patels husband, who introduced them to one agent, Samar Dev of Chennai, at Anapurna hotel Vasco in March. Dev reportedly told them that he had taken on rent a shopping mall Royal Falcon Trading LCC in Dubai and that he needed salesmen to work in the mall. He asked them deposit security an amount of about Rs 75000 each for visa as well as for the plane ticket and additional Rs 3000 for immigration. Some days later, Patel, collected Rs 10,000 from them and handed them photocopies of the original visa. The youth were then asked to deposit the remaining balance in Devs and Patels bank account. When the youth did not get their jobs as promised, they confronted Patel in August and she assured to return their money through Dev and she left for Chennai. On her return to Goa, Patel handed over three cheques of Rs 2 lakh each to the victims, but the cheques bounced due to insufficient bank balance. When the youth threatened to file a police complaint, Patel requested for more time and deposited her brothers passport at the Vasco police station besides giving a written statement that she would return their money on her return from her second trip to Chennai. Patel came back empty-handed, prompting the youth to file a police complaint against her. Petition filed against Infotech Corporation BY HERALD REPORTER PANJIM, SEPT 4 A writ petition has been filed by Nitoll Jinn in the High Court against Infotech Corporation of Goa (ITG) alleging that no proper procedure has been followed in the allotment of land at Rajiv Gandhi IT Habitat at Dona Paula. Nitoll Jinn, an organization fighting against corruption, has alleged that the allotment has been made to a select few and that too without preparing feasibility report. The contention of the petitioners is that ITG acquired the land at a low price and made big plots for sale thereby denying small entrepreneurs to venture into the field. The petitioners have also alleged that some companies to whom the plots had been allotted are either bogus or non-existent and sought for a direction to put the allotment process under a scanner. It has also been alleged that ITG chairman Dayanand Narvekars sister and brother in-law have been allotted a plot in the IT Habitat. Nitoll Jinn has sought for directions from the court that if it is found that the procedure followed was not proper then the allotment of plots in question should be cancelled. The court ordered that a notice be served on ITG returnable in two weeks. No-trust against CMC chief falls through for want of quorum HERALD CORRESPONDENT CANACONA, SEPT 4 - In a tactical move, the no-confidence motion filed against Canacona Municipal Council (CMC) chairman Sameer Dessai fizzled out on Tuesday, when the presiding officer adjoined the meeting for want of quorum. Only Chairperson Sameer Dessai and Councillor Santosh Gaonkar were present at the meeting which was convened at 11 am. It is learnt that the meeting could not commence for want of quorum and after a wait of half an hour, the presiding officer, Quepem Deputy Collector Johnson Fernandes left the CMC with a remark, Due to no quorum, the no-confidence-motion moved against the chairperson could not be taken into consideration. Incidentally, Dessai had submitted his resignation on Monday afternoon, but the no-confidence motion (NCM) filed by nine councillors was to be put to vote on Tuesday morning as schedule. A police force was stationed in the municipal premises to avert any untoward situation arising out of the no-confidence motion, even as there was no action for the inquisitive onlookers who had gathered in good numbers. Even though nothing could be confirmed as such, some outside sources pointed out that submission of resignation by chairperson yesterday was a calculated move to foil the toppling move. The chairperson has technically seven days at his disposal to either stick to his decision or withdraw his resignation letter. When contacted, two councilors who had signed the no-confidence motion said they had not attended the meeting, since the chairperson had already resigned. However, enquiries with the presiding officer revealed that since the no-confidence motion has not been passed, the chairperson can function normally if he withdraws his resignation during the stipulated period. When contacted, Sameer Dessai was confident of retaining his post, but refused to reveal his future plans. Officials inspect site for Ravindra Bhavan in Baina BY HERALD REPORTER VASCO, SEPT 4 - The site which once housed the red-light area will now be the venue for light and action of a different kind. Revenue Minister Jose Philip DSouza on Tuesday said the open space following the demolition of the infamous red light area at Baina beach would be the new proposed site for the proposed Ravindra Bhavan of Mormugao taluka. DSouza agreed in principle on the new site, following a meeting convened by Mormugao Deputy Collector Levinson Martins in his chamber along with a various officials on Tuesday morning. Later, DSouza along with Mormugao MLA Milind Naik, chief architect of PWD Radha, Mormugao Municipal Council (MMC) Chairman Manesh Arolkar, Chief Officer S V Naik, Mamlatdar Bushan Savoikar, PWD, Division-VI (Road) Executive Engineer, A B Rao, Mormugao Planning Development Authority (MPDA) Member Secretary, R S Pandita, councilors Nitin Chopdekar, Kritesh Gaonkar and other officials of PWD and MPDA inspected the site at Baina beach. Initial speculation in the town that the open space at Baina beach would be utilised for hotels, joggers park, swimming pools or gardens were shot down by the revenue minister, who consulted experts from the arts and culture before proposing the Ravindra Bhavan at the site. The open space at Baina beach has been lying idle since the red-light area was demolished on June 14, 2004. DSouza has sought details from PWD regarding the incomplete NH-17B alignment which runs close to proposed Bhavan at Baina beach. DSouza has directed the chief architect to design bhavan to include a 1000-seat capacity with state-of-art facilities. During his recent visit to Baina beach, Chief Secretary J P Singh had asked the MPDA to come out with a master plan for the entire Baina beach and had asked the MPDA to submit it to Goa Coastal Zone Management Authority for approval. Will bus stand, collectorate building come under PPP ? BY HERALD REPORTER MARGAO, SEPT 4 The government would lay the foundation stone for a Rs 25-30 crore modern inter-state bus stand and a district Collectorate building in Margao on Dusshera Day, Chief Minister, Digambar Kamat announced on Tuesday. But, its still unclear whether the bus stand would be built by the government departmentally or via Public Private Partnership, as many a real estate shark have set their eyes on the prime land and are reported to have established contacts with Ministers in the Kamat Ministry. The Chief Minister, however, sought to allay apprehensions about the participation of private players in the bus stand construction. The government has appointed a consultant Rahul Deshpande, who was designed the Canacona and Cuncolim bus stand to prepare estimates and the design the model for Margao. Let us wait for the report, he told newsmen during an informal chat with newsmen. Kamat said the government would have to take a final decision on the construction aspects taking into account that the stand would cost the exchequer between Rs 25-30 crore. The governments first priority is to prepare a design. Let the model be ready first. I have always deliberated with the Margao citizens and the City group of architects. Let there be total transparency about the project, he asserted. Saying that the Public private Partnership has enough guidelines to safeguard public interest, the Chief Minister said if necessary, the government would invite Expression of Interest from reputed firms to build the bus stand. Kamat referred to the SGPDA market complex built with private participation, but newsmen reminded the Chief Minister that while the builder raked in profits, only a few sheds were built for the market. Incidentally, Herald understands that many a real estate shark has set their eyes on the project.
