SARVA SHIKSHA ABHIYAN AND MID-DAY MEAL IN GOA New Delhi, Chaitra 28, 1929 April 18, 2007 SARVA SHIKSHA ABHIYAN Sarva Shiksha Abhiyan(SSA) is the national flagship programme to achieve universal elementary education in a mission mode. The goals of SSA are: All 6-14 age children in school/EGS (Education Guarantee Scheme) centre/bridge course by 2005; Bridge all gender and social category gaps at primary stage by 2007 and at elementary education level by 2010; Universal retention 2010; and Focus on elementary education of satisfactory quality with emphasis on education for life. SSA has a funding pattern of 75:25 between the center and the states, during the Xth Plan period. In the Union Budget 2006-07, Outlay for SSA has been increased from Rs.7,156 crores for 2005-06 to Rs.10,041 crores for 2006-07. The scheme provides a hot cooked meal of a minimum 450 calories and 12 gms of protein. Sl. Arunachal Pradesh, Assam, Meghalaya, Mizoram, Manipur, Nagaland, Tripura, Sikkim, J&K, Himachal Pradesh and Uttranchal, and (b) Rs.75 per quintal for all other States and UTs. (iii) Assistance for cooking cost at the following rates:- (a) States in North-Eastern Region :- @Rs. 1.80 per child per school day, provided the State Govt. contributes a minimum of 20 paise (b) For Other States & UTs :- @Rs. 1.50 per child per school day provided the State Govt./UT Admn. Contributes a minimum of 50 paise State Governments/UT Administrations will be required to provide the above minimum contribution in order to be eligible for the enhanced rate of Central assistance mentioned above. (iv) Assistance for cooked Mid-Day Meal during summer vacations to school children in areas declared by State Governments as drought-affected. (v) Assistance to construct kitchen-cum-store in a phased manner up to a maximum of Rs.60,000 per unit. (vi) Assistance in a phased manner for provisioning and replacement of kitchen devices at an average cost of Rs. 5,000 per school. States/ UT Administration will have the flexibility to incur expenditure on the items listed below on the basis of the actual requirements of the school (provided that the overall average for the State/ UT Administration remains Rs 5000 per school): a. Cooking devices (Stove, Chulha, etc) b. Containers for storage of food grains and other ingredients c. Utensils for cooking and serving. 4 (vii)Assistance to States/ UTs for Management, Monitoring & Evaluation (MME) at the rate of 1.8% of total assistance on (a) free food grains, (b) transport cost and (c) cooking cost. Another 0.2% of the above amount will be utilized at the Central Government for management, monitoring and evaluation. The Scheme has led to the following positive outcomes :- 1) Elimination of class room hunger 2) Increase in enrollment, more significantly of girls 3) Surge in daily attendance, particularly of girls and children from poorer sections 4) Improvement in retention, learning ability and achievement 5) Curbing of teacher absenteeism 6) Narrowing of social distance 7) A rallying point for parents involvement in governance of schools EXPANSION TO UPPER PRIMARY STAGE IN EDUCATIONALLY BACKWARD BLOCK. The Finance Minister has announced in the Union Budget 2007-08 that the Mid-Day Meal Scheme will be extended to cover children in Upper Primary Classes in 3427 Educationally Backwards Blocks (EBBs) in 2007-08. A Budget provision of Rs.7324 Crores has been made for this purpose, representing 37% increase over the budget for 2006-07.
