STT: Cansaulim Panchayat revoked construction license after
more than 2 years when the mega-project is almost completed

One has to be very careful before parting with your hard
earned money..


Merely obtaining construction licence (may be by whatever
means) may not be safe or guaranteed any longer as licenses issued earlier can
be revoked latter on say even after several years.

Legal Agreement of sale should have all clauses or
conditions to protect the buyers interests 
e.g. refund of money  with interest etc should the builder fails to
handover the possession of the flat/Apt etc for whatever reasons (except by the
act of god).


“The Village Panchayat vide their letter dated 07.05.2010
called for fresh plans from the builder. However the builder Aboo Bakar Shaikh
alias Babloo of Babloo Constructions did not comply with the letter and the
Village Panchayat body in their meeting dt: 22.05.2010 resolved to issue stop
work order to the construction. However the then Sarpanch Jose Manuel Fernandes
for reasons best known to him did not serve the notice to the builder and kept
the Panchayat body in the dark about this. It was very apparent that the then
Sarpanch and certain Panchayat members were working in collusion with the
builder.”

This may not be the only case in Goa.

‘Authenticity ‘ of the so called construction licence
issued by local bodies is also questionable. 
Where no licence should have been issued without checking the details including 
inspections by the
TCP officers, Panchayat Secretary, Health officer, PWD officer etc.


At the most, the Panchayat may refund the licence fees
say Rs.5000 for a house or a bungalow but the whole process of obtaining
license including visits and bribes to TCP, PWD, PHC, Panchayat (incl. 
Secretary)
is worth just that?

We all know what it takes to obtain a construction license 

What about the people’s money?
Whose fault it is, anyway?
Definitely, not just the builder.
