There is a controversy (following letters from Karl de Souza of Moira and Cmdr Gomes of Alto Porvorim, possibly among others) about whether Goa follows a secret ballot or not in its polling.
As they've pointed out, the ballot paper and its counterfoil is printed with the same number, theoretically making it possible to identify who has voted for whom. I don't think this happens, as is suggested here: http://pa.oxfordjournals.org/cgi/pdf_extract/XVII/2/195 The only question is what is the producedure of keeping the ballots separate from their counterfoils, and who controls both.
