Anjali Rao makes an interesting suggestion. However, what I would like to
know is if she has calculated how much will be raised by the licensing
scheme, and what will be the need for the various suggestions she has made
for the welfare of the stray dogs.

IIRC, there used to be compulsory dog licencing in the Portuguese regime, in
addition to compulsory bicycle registration. This seems to have disappeared
over the years as indiscipline took over rational thinking.
