Shrikant Barve Says :Those who will benefit the most does not know the 
importance of issue raised by me;

On January 11 2009 All India Chess Federation (AICF) has issued two circulars. 
One regarding coaching program for children for which I had immediately send 
congratulation email. Secend circular is regarding rumination to coaches where 
in it has said that Grand Master will be paid Rs.10000 for ten day coaching 
service and other will be paid Rs.5000 to 7000. 
I am strongly protesting for this line “Grand Master will be paid Rs.10000 for 
ten day coaching service and other will be paid Rs.5000 to 7000” firstly to 
AICF vice president Shri Sameer Salgaocar, there after through email to other 
office bearer of AICF and GSCA. Because good coaches will not apply and poor 
chess playing children will be denied of good coaching. 

It is more than nine months since. GM’s, IM’s and good coaches stayed away from 
coaching program of AICF. There has been not a single chess coaching program in 
last nine months organized by AICF.  

In his speech at Annual General Meeting of AICF on June 20, 2008 Hon Secretary 
Shri D.V. Sunder has said that AICF has Rs.90 lacs surplus.

In Coaching program circular of 11 January 2008 it was said that state 
associations should identify 10 children between age group to 7 to 15 for 
special chess coaching program. Association should bear traveling expenses, 
AICF will take care of 10 days lodging/boarding and trainer expenses.  

There are over 100 under 15 children from India who represent at various 
International Chess Tournament. None of these has received any coaching benefit 
form AICF.

As per July 2009 rating list published by FIDE there are 3529 Registered FIDE 
rated players in India. Out of these 555 are under 15.

In regard to Special Coaching Program at SAG Campal from Sep 1 to 8 2008.
1.      Who fixed the Ganesh festival dates from Sep 1 to 8. To whose benefit 
where this dates?
2.      Who are the children that were selected to take part in this coaching 
camp?
3.      12 children took part as per press note. Out of these Ivana, Gaouri & 
Harikrishnan had returned on same day after two days tedious train journey. 
They had gone to play National Under 11 Chess tournament at Gandhinagar, 
Gujarat.
4.      IM Chandrashekar Gokale is a good players and a coach but he also 
absent for few days in between.
5.      All Goa Open Selection Chess Tournament was concluded just previous day 
on August 31, 2008. In that 10 year old Rishabh Naik stood 12, Rohan Ahuja  of 
9 years judged as best under 15 and Nitish Belurkar  was best under 7. All this 
three and many other good chess playing children were unaware  about this 
special chess coaching camp.
6.      I had asked through RTI act few basic information to PIO of Goa State 
Chess Association. Secretary Suhas Asnodkar’s  prompt reply is as under :
“ I am giving you the information as a Hon. Secretary of GSCA. The President of 
Goa State Chess Association & Vice President of All India Chess Federation Shri 
Sameer Salgaocar informed me that the “Special Chess Coaching Camp” which you 
are referring to is organised by “All India Chess Federation.”.

In each prospectus of AICF chess tournament there is a clause which states that 
“ Any entry can be accepted or rejected by AICF without giving any valid 
reason.”

Parents are not ready to speak a word against any AICF official.

Given below is the list of Chess playing children below age of 15 who has not 
played a single Rated game for more than one year. If one look deep in to 
causes “Why they have not played a single Rated Chess Game” many bad practices 
will be unfolded.
