This is the context: http://articles.economictimes.indiatimes.com/2014-11-10/news/55955947_1_prime-minister-narendra-modi-sangh-parivar-think-tank "If the first wave of government formation under Narendra Modi revealed the role of think tankVivekananda International Foundation as an incubator of sorts for those joining the government, Cabinet expansion has put the spotlight on another such entity — the India Foundation. Two of its directors are now ministers in the Modi government, Cabinet minister Suresh Prabhu and minister of state Jayant Sinha, not to speak of early alumnus Nirmala Sitharaman, also a minister in the government. The foundation, set up nearly eight years ago and run by BJP general secretary Ram Madhav, also has on its board Shaurya Doval, son of National Security Advisor Ajit Doval. The duo has actually been credited with doing a lot of the planning for most of Prime Minister Narendra Modi's foreign visits this year, including to the US and Australia, as well as some preparatory work before Chinese president Xi Jinping's visit to India a couple of months ago. The foundation which describes itself as "an independent think tank focused on the issues, challenges and opportunities of the Indian polity" will soon be organising the India Ideas Conclave in Goa in December or, as one board member put it, "replace Tehelka's Think Fest with the Ideas Conclave." Sri Sri Ravi Shankar is the keynote speaker at the event which will feature over 90 speakers from all aspects of policy to discuss integral humanism, a philosophy propounded by late Jan Sangh leader Deendayal Upadhyaya. Emergence of this think tank is not a random occurrence but a well thought out strategy by the Sangh Parivar to bridge the critical policy and academic gap perceived with the Congress-Left liberal establishment. According to sources, it is part of Pragya Prawah project, which involves academic rigour and research, and includes outreach called Book Bharati which is devoted to publishing this research. According BJP vice-president Vinay Sahasrabuddhe, who heads the Rambhau Mhalgi Prabhodhini and the Public Policy Research Centre (PPRC) also Sangh think tanks, these think tanks were "a reaction to the realisation that the nationalist and Hindutva view point needs to be taken into account and be given a foothold in academia and policy circles." This couldn't be done in the first NDA regime due to lack of such think tanks and policy spaces. The proliferation of the Modi government by a group of policy mavens schooled in Sangh ideology will be a more lasting legacy of the Sangh project."
