The typical educated Indian is indifferent, and wants to live life very 
selfishly.
He is no different from a typical opportunistic NRI who sings laurels of the
great systems abroad having just been opportunistic to take the boat there
and having contributed zilch to bring about the good systems out there.

One needs to take ownership of the situation in India and work to improve it,
not criticise and feel good that one has taken a boat to greener pastures.
