According to a Rashtrapati Bhavan communiqué, General Rodrigues will also function as the administrator of Chandigarh. "It's a big challenge" was how General Rodrigues reacted on being named as the governor. (H) GOAN GOVERNORS: We congratulate General (retd) Sunith Francis Rodrigues, who happens to be the first person of Goan origin to be appointed the governor of any State in the country. Of course, AL Dias, originally from Assagao, was appointed Lt-Governor of Tripura in January 1970. Conservationist Percival Noronha recalls that AL Dias was appointed Chairman of the Goa Land Reforms Commission in 1962 and had prepared an impressive document on the agricultural land in Goa. (GoaNOW) INAUGURATION OF OSIA MULTIPLEX POSTPONED: The inauguration of the Osia Multiplex in Margao has been postponed to a later date after one of its theatres caught fire on November 6 afternoon resulting in a major loss to its owner. (GT) IFFI JURY PANEL CHAIRMAN: The Entertainment Society of Goa, manager (media and PR) Sanjay Dhavlikar on Monday (Nov 8) said that renowned Hindi film director Mani Ratnam would be the chairman of the jury panel for the International Film Festival of India 2004. Dhavlikar told GT that two Konkani films and an award-winning Marathi film "Shwaas" would be screened during the festival. The Directorate of Film Festival has agreed to screen two Konkani films at the request of Chief Minister, Manohar Parrikar. However, the names of the two films are yet to be finalized. (GT) OVER 200 FILMS AT IFFI: Over 200 films would be screened at the 35th International Film Festival 2004 to be held in Goa from November 29 to December 9. The festival, a major cultural event to take place in Goa, would open with Mira Nair's "Vanity Fair", Goa chief Minister Manohar Parrikar told reporters on November 8. The festival would feature seven major sections, including Asian competition, Cinema of the World Section, Indian and foreign retrospectives, tributes, Indian panorama and mainstream Indian cinema. (H) CAVELOSSIM PLANS 'CANDLE LIGHT' PROTEST: Irked by frequent power failures in recent times, the villagers of coastal Cavelossim have now decided to resort to lighting candles as a novel mode of protest. They have also decided to invite Power Minister Digambar Kamat as the chief guest of the evening. This decision was taken at the gram Sabha meeting held on November 7. (H) NAVELIM'S CANDLELIGHT PROCESSION: Thousands of devotees participated in the candle light procession in Navelim in the wee hours of November 8, heralding the first day of the novena of the feast of Our Lady of Rosary Church. The traditional procession began from Our Lady of Mount Carmel Chapel, Telaulim, at 3.30 am with devotees carrying colourful lanterns. People from all walks of life and hailing from neighbouring villages took part in the procession as the miraculous image of Our Lady of Fatima was carried on a richly-decorated vehicle. (H) CALANGUTE COPS NAB PIMP: Sharp detective work by Calangute Police Inspector Nolasco Raposo resulted in the arrest of the alleged kingpin of a flesh trade racket that was operating in the northern coastal belt. 34-year-old Gopakumar G, a native of Kerala, was arrested at his hideout in Cobravaddo, Calangute. Gopakumar was allegedly running a racket using about 20 girls from Mumbai, who were based at a slum in Arradi, Candolim. (GT) GIVING AWAY LAND THAT'S NOT THEIRS: The government is in the process of giving away large tracts of Comunidade land under the Ambedkar Awas Yojana to the landless, over which it does not have any title rights. Tribes had come and settled on land and formed communes. They used the land among themselves but did not possess any title as no State nor any ruler had granted it to them. It did not belong to anybody. Can the government then assume landlordism over the land when it is not granted under any tenure basis?. "If there is no title, there cannot be any grant nor transfer of land in favour of the State nor in favour of the allottee," says Andre Pereira, secretary of Association of Components of Comunidades. The State government has to be an absolute owner of any piece of land ab initio to make a grant of it to any person. (GT) CLEARING OF STRAY DOGS: While rubble and rubbish is being cleared out to keep Panjim clean for the IFFI, stray dogs are also being would up to keep visitors to Goa safe from the menace of strays. The entire exercise is being carried out by the Panjim Animal Welfare Society and till date as many as 120 dogs have already been trapped from various localities and housed at the animal shelter at St Inez. (H) TRAUMA CENTRE ON NATIONAL HIGHWAYS: The Rotarians of Canada have decided to set up trauma centres at every 30 kilometres on the Indian national highways at an estimated expenditure of around Rs.85 crore. This was disclosed by Rotary Club District Governor Anand Saraf at a function organised by the Rotary Club of Porvorim to honour Pandit Vasantrao Kanekar, journalist Pramod Khandeparkar and builder Venkatesh Prabhu Moni for their lifetime achievements. (H) DETAILS ABOUT TENANTS: The North Goa District Magistrate has ordered that no landlord/owner/person of house property should let/sublet/rent accommodation for any person unless and until particulars of the said tenant are furnished to the nearby police station. This is in apprehension that terrorist/anti-social elements may seek hideouts in the residential areas and there is every likelihood of breach of peace and disturbance of public tranquility. (GT) FR GALDINO TO OPEN ART FESTIVAL: The Pilar Art Fest 2004 entitled "Folly to Some, Block to Others?" Will be inaugurated by the Provincial of Goa, Fr Galdino Monteiro in the hall of Patriarchs of the Pilar Seminary tomorrow. The Fest tries to illustrate events in the life of Jesus where he experienced vulnerability in a way that makes him such an enduring figure. The theme is explored though ethnic art. Pictures in the age-old tribal art of the Warlis of Nagar Haveli, contributions from Punjab and Assam and experimental paintings by Goan artists, are among the works to be displayed. An unique contribution is, however, the "Crucifixion" by eminent Goan artist Vamona Ganesh Navelkar. (GT) WW II VETERAN DEAD: Commander Benedict Lob, AVSM, MD (retd), passed away on November 6 at 85, in Porvorim. A World War II Veteran, CDR Lobo was commissioned in the Royal Indian Navy in 1941. He sensed afloat in differed ships during World War II. He received a commendation from His Majesty the King on February 13, 1945, for his brave conduct during the Bombay Dockyard Explosion in 1944. (H) SINARI WAS LEFT IN THE LURCH: "I vividly remember that day. In 1974, the Mohammedan v/s Salgaocar match was keenly contested. I was dodging a player from the rival team when I suffered a fracture of the leg. That was the end of my sporting career," laments Subhash Sinari (50), who represented the Salgaocar team during his heydays in the year 1968. This was perhaps the worst phase in his life. His employers refused to stand by him and he was left to his own fate.
