Take a closer look at the party-wise votes in the Goa 2012 assembly elections:

BJP = 36.02%
MGP = 6.71%

Cong = 29.74%
NCP = 4.08%

Independents = 16.4%

GVP = 3.5%
Trinamool = 1.8%
UGDP = 1.7%
Other smaller parties = .57%

1. In the first-past-the-post system, a not-so-large difference in
votes gained can yield a huge difference in seats won.
2. Independents (some were partymen refused tickets, others supported
covertly and overtly to trip up rivals)  obviously played a huge role.
3. So did the Mickky Pacheco's recently-born Goa Vikas Party (GVP),
with just 3.5% of the vote, but concentrated in a couple of key
Salcete constituencies.
