I had checked and double checked those on the days I was having issues and
the limits were all fine. The problem disappeared on it's own after about
3 or 4 days.

Hi Joe,
Did you ever resolve this? This was working fine for me, but now I'm
getting the same error message from the Google Translate API V2 (with
billing successfully setup) and I'm no where near my daily usage limits:
