do you serve image in blobstore? download image can bypass your instance
usage (so log is unavailable) but still count the outgoing bandwidth…

No, we don't serve anything from blob. Just use it internal for reports,
but that is just few MB per day.

If you are running python based apps, why wouldn't you upgrade?
You will already be running against 1.8.8 in production.
