Currently it doesn’t seem possible to download the private key after it is
created currently [1, 2]. Google Managed SSL certificate private keys are
locked and can only be used within GCP and cannot be exported to be used by

App Engine does provide a local development environment that simulates a
production environment. Kindly check the following documentation [1, 2] and
switch on the link depending on the programming language that you are using.
