I'm wanting to write a forum service on GAE where people can simply
plug in a fully functioning forum on their site without setup
headaches---

I'm aware of TOS:

Prohibited Content
The Content displayed and/or processed through your Application or
other web site utilizing the Service shall not contain any of the
following types of content:
Content that infringes a third party's rights (e.g., copyright)
according to applicable law;
Pornographic, obscene or excessively profane content;
Hate-related or violent content;
Content advocating racial or ethnic intolerance;
Content intended to advocate or advance computer hacking or cracking
Gambling;
Other illegal activity, including without limitation illegal export of
controlled substances or illegal software;
Drug paraphernalia;
Phishing;
Malicious content;
Pages comprised primarily of advertising;
Other material, products or services that violate or encourage conduct
that would violate any criminal laws, any other applicable laws, or
any third-party rights.

Obviously I would never do any of the above-- nor want someone to use
my forums on a site that does any of the above. However--- depending
on how many people use this service--- the chance that some idiot some
where will make a post, or sign up a forum will do something....
I'll have my own TOS that mirror's Google's requirements and any such
activities would be an immediate ban on the part of the offender---
but what happens if someone does that and I don't catch it?

Policing 100s of forums would be very difficult. I wouldn't want all
my users to be shut down because of one stupid user.

I think it's impractical to expect you to police thousands of clients
(have a "report offensive" button would be done) and shut you down if
one misbehaves. That wouldn't be very friendly for businesses trying
to build on their cloud.

What is Google's stance on this? I'd far rather use GAE than EC2.
