OK, finally found it. I'll post here for posterity.
The button at the very bottom of the screen in the settings admin panels
says Create a Cloud Project or something to that effect. Click that
button to enable all the other APIs

I have several GAE apps that are behaving differently. Some of them do not
have API access enabled, but I do not see any settings to enable it.
