The cron job is not visible in "Cron Jobs" tab. It doesn't run as well.
My cron.xml is next to appengine-web.xml.

I am trying to redirect http to https after I upload ssl certificate for my
custom domain by patching app.yaml file with:

“Error parsing ./app.yaml: Unknown url handler type” returned when I deploy.

Before I run these two command, I upload .crt and .key file. But actually
these two files need format change to .pem file although they looks same in
editor before/after format change.

The problem solved. I searched online and find answer at stackoverflow:
openssl rsa -in privateKey.key -text > private.pem
openssl x509 -inform PEM -in www_mydomain_com.crt > public.pem
These 2 command helps.

I use google app engine trying to add ssl for custom domain. I use naked
domain. After "PEM encoded X.509 public key certificate" and "Unencrypted
PEM encoded RSA private key" uploaded. "The SSL certificate provided could
not be inserted." is returned. I use https://www.sslchecker.com check
we could not pinpoint exactly when this happened as we only
noticed the problem later of last week.
Just wondering whether anybody else has experience something similar around
the same time frame and what kind of remedies that might be out there.

And BTW, you still have to parse it every time even when using
memcache. It's no different than the datastore in this regard.
Due to the huge parsing cost of big objects, caching them in memcache
will never invest too much into any closed platform from now on unless
there is an easy migration plan.
