Hi! I had the same error.
After adding "--application <app-id>" to the "appcfg.py download_data" command every thing worked fine again. Something seems to go wrong when appcfg.py attempts to look up the app id by itself. See http://code.google.com/intl/de-DE/appengine/docs/python/tools/uploadingdata.html#Downloading_and_Uploading_All_Data for all options. Regards, Achim.
