Mine GAE instance is down too. I noticed its started last night Oct 25th (approx close to midnight EST).
I started migration of my datastore from M/S to HRD. After it did finishmigration, I started noticing that I cannot access GAE admin console and my apps. Perhaps GAE having issues with HRD infrastructure - how ironic! it was supposed to be better than M/S!!!
