I signed up for GAE using my Google Apps account, not a gmail.com account. I can access the administrator console with this account. However, I cannot access pages where I have "login: admin" set. Also users.is_current_user_admin() returns False when signed into my Google Apps account.
I also have an gmail.com account that I just added as an administrator. This account can access "login: admin" pages and users.is_current_user_admin() returns True.
