My app ( w2s-test ) is not able to send email from 19th and is consistently
showing a message that email quota is over (101 mails of 100 mails).
I tried following so far
Converted the app to a paid app.
Submitted the quota increasing request. It is showing a message

Whilst not a fix per se, have you looked at a service like Mandrill?
