The new paid quota options don't help me, Google.  My app cannot run
on GAE because of urlfetch() timeouts.  The Web services I want to use
from my GAE app sometimes take 3-4 seconds to complete and urlfetch()
won't wait that long - and AFAIK, even paying won't help me.

My app doesn't even come close to the daily quota limits (even after
the 80% reductions Google plans to enforce), so paying to increase
those doesn't solve anything for me.  My problem is the short term
limits, the timeout of one request and the limits on urlfetch() - this
prevents me from running my app on GAE and prevents Google from taking
my money, forcing me to pay someone else besides GOOG instead.
