First of all, thanks for AppEngine! I notice that appcfg.py download_app limits the download to the developer that uploads it. Would it be possible to allow the owner of the application to also download the application. That would be very helpful to allow the owner to help the developer. I

Use source control. Being able to download code is *not* a substitute for source control, you can get a private repository on bitbucket or github for free. If your developers aren't using source control, train them or get more experienced / better developers. Here is a lengthly thread
