The problem is that some IP ranges from Google's server farms are
blocked by the China firewall. And since GAE apps dynamically bind to
server IP addresses across the Google cloud, sometimes users will hit
some IP that falls within the blocked ranges. Hence the random access

Gov blocked it.
We always use proxy to visit these blocked. If your friend lives in
Windows, he will find Hotspot Shield usefull. If in linux, then try
google "AlwaysVPN".

Yes. But there are some IPs blocked, others not. You could try service
from opendns.com. It works well.
