Checking on the Billing Settings, my Free Quota for CPU is showing up
as 6.5 hours. I think it was higher than that earlier.

Okay, the Google Docs page on Quotas(http://code.google.com/appengine/
docs/quotas.html) says that every app should have 46 CPU-hours from
their Free CPU quota. Is this reduction in Free CPU hours a planned/
announced change?

Yes, the reduction is planned. There's a note at the top of the page you
linked to stating that, and a section at the bottom that lists the new
limits.
