Hooray, it's finally fixed. I can create more apps. So if anybody else
has this problem (Ian?), filling in the SMS issues form is the way to
go. It's a convoluted way to get a solution, and perhaps Google could
address the Apps issue directly in future. But a workaround is always
worth nearly as m
Update: I decided to try the SMS thing, so I dug out my cell phone and
put the number in. Wouldn't have mattered! It said "The phone number
has been sent too many messages or has already been used to confirm an
account."
So then I tried filling out the SMS issues form. It said "there were
errors"
This is the exact issue I'm having. Help us google!

If it was an intentional limitation, it would affect more than a
handful of people using a Google Apps account that's also a Google
account.
