Hi, It looks like you are running dev_appserver.py on a Windows environment. Per Google Documentation <https://cloud.google.com/appengine/docs/standard/python3/tools/local-devserver-command>, this is not supported for Python 3 ...... *The dev_appserver tool does not support development of Python 3 apps on Windows*......
