In case of an app deployed in the Cloud, the local filesystem that your application is deployed to is not writeable. This behavior ensures the security and scalability of your application. Why reading the file from GS represents a problem? Are there speed or otherwise performance considerations involved? If you are concerned about cost, your GS usage pattern may quite likely qualify as free of cost.
