You should open a command window first (START / RUN / "cmd"), then try
to run the dev_appserver in there so you can see what the output is
when it terminates.  The error messages are usually helpful in
diagnosing problems.
FYI I "cd" into the app's directory and use "dev_appserver.py .".  You
may simply be in the wrong directory.
