More capacity would automatically get added as workloads increase, which amounts to illimited bandwidth, in practical terms, exactly as you say. If the free quotas are exceeded, you get charged for the extra usage, as detailed on the "Quotas" page <https://cloud.google.com/appengine/quotas>.
You can choose a domain of your choice and use it in place of the default .appspot domain.
