Well, I feel like a fool.  I have been searching everywhere to learn
how to do this specifically, until I finally just tried using my local
dev server as for the url switch.

For those interested, this command did what I needed:
./google_appengine/appcfg.py upload_data --filename=<data_file> --
application=<my_app_name> --url=http://localhost:8080/remote_api
