You can add a new developer account from the control panel. After
activating it you can delete the original developer account.

Source code? Surely you can.
If you want another Google account can manage the app, you can do it in the
control panel by this page Administration-> Developers ->Invite a Developer to
Collaborate on this Application .
In that page , you could also delete the original Google accoun
Thank you all for your responses. What you suggested worked. I invited
the other developer on another Google Account. Then on that new
developer's Google Account I deleted the original creator of the
application. That worked. Thanks again.
