Oaky,
I finally managed to figure this out.
There were too many files going up. I added some directories to the Skip
Files section of the app.yaml and finally go this wortking.
I also had to dump the old app launcher and set pychrm to use the sdk in
the google cloud directory.

above - Error 400, it rolls back the update and then bugs out.
I'll try a rollback from the cli and see if that does anything...but I
