This post looks like a good candidate for a Feature Request in the Cloud Platform public issue tracker <http://code.google.com/p/google-cloud-platform/issues/list>. You should supply a reclarified version of the text, explaining what your use-case is, what functionality you'd like (expose the same functionality from https://app.google.stackdriver.com/api/events/create-annotation-event as part of the Cloud Monitoring API), and it'll be acknowledged with a number allowing any engineer that works on such a feature to update the thread.
