My account says I have 10 applications remaining. But when I try to
create a new application, entering my mobile phone number, country and
carrier, I get the following error:
The phone number has been sent too many messages or has already been
used to confirm an account.

This has been asked a few hundred times and seems like the only way to
resolve the issue of creating additional application under a google
apps account is to start a new thread and get it resolved through one-
on-one help from google. So here it is.
