In the docs, it says setuptools is supported. However, that is somewhat false information: a copy of setuptools is missing from the SDK.
Please google, add a copy to SDK or allow importing it. Anyone reading this, please star issue 6739<http://code.google.com/p/googleappengine/issues/detail?id=6739> .
