wonder is it possible to use any utility to parse the log onto my
local machine console rather than have to view it through gae admin
control panel?

You can use appcfg.sh in your App Engine SDK's bin/ directory to request the
request logs in Apache format, but you can't current do a full logs export.
You'll want to star and comment this feature as a feature request in our
issue tracker:
