The first place to check is your dashboard for messages like
disapproved if these are found you should recieve an email from Google
detailing the problems.
Your account if this is case can only be re-enabled by Google so if
you don't receive an email see the contact us form here :

K after days of banging my head against the wall I finally got
it.
I needed to create a gmail account associated with my Google Sites
account.
I am receiving all my e-mail through Google (changed MX records) and
am using sites to manage my e-mail.
I figured the sites account should be fine
Perhaps it is worth noting that this account uses Google Sites so my
user name is ad...@rivertactical.com instead of a gmail address.
Would this make a difference?
Maybe I should create a gmail account as I do have a gmail account
that is working.
Any ideas?
