TortoiseSVN throws access forbidden, so I go to http://code.google.com
and this is what I get:
Forbidden
Your client does not have permission to get URL / from this server.
I have updated/committed from this machine many times. Is my IP banned
or something?

We changed to track quota project-wide instead of component by
component - see

So that number includes your downloads as well as your svn repository.
You've got plenty of quota, so I wouldn't worry about it.
On
You've encountered a bug in our allowed project names. The - at the end of
your project name makes it an invalid host name on the googlecode.com domain
used for checking out source code. I would recommend choosing a project name
that does not end with a hyphen.
