Explorer - Firefox, Safari, and other browsers seem to render the map

I am attempting to implement a Clickable SideBar that will display the
parent folders (i.e., the STATES) that the user can turn on/off at
will. Currently the list populates as locations are displayed on the
map. Any help or suggestions will be greatly appreciated - thank you.
