But illegally you can run any api key on your local system.

The problem is that the Google API key validation is performed against
the Javascript window.location.host variable. Some browsers (e.g. MSIE
and Chrome) return "www.xn--vrmlandsdelen-bfb.se" and others (e.g.
Firefox) return "www.värmlandsdelen.se".
The normal solution is to register both keys
