Do the Maps API restrictions still apply if a separate tile data source is 
used? For example, the OpenStreetMap Google 
example<http://wiki.openstreetmap.org/wiki/Google_Maps_Example> uses 
the Google JS API but the map data is provided by another service (in this 
case, OSM). Do the restrictions on the Maps API still apply in this case 
(in terms of volume, as well as public availability)?
