Hi solved this problem. It turns out there is nothing wrong with my code. It appears to be a problem with how the tiles are rendered.
I did a zoom into some areas over the USA then zoomed out and panned over to the Pacific Ocean and with no land, only water, in my map window I zoomed in and before the water tiles render completely, in the background, I see glimpses of land where there should be nothing but water.
