deleting the cache didn't help eventually i had to install from the local
archive.

Sounds like bad repository metadata.
Try removing the files from the "p2/org.eclipse.equinox.p2.repository/cache"
directory (relative to your eclipse install dir), then restarting eclipse
and trying the operation again.
