AFAICT at the moment the WinGrassXX-installer ships msvcr71.dll (C:\Program
Files\GRASS-64-SVN\extralib) which is inherited from the
osgeo4w-build-environment.

The OSGeo4W msvcrt package simply installs the redist package. See
