I (in cooperation with Ernst Lobsiger) found a working formula for my
problem:
water=water+eval(o=4.0, s=0.15, d=0.10, x=elev+water,\
if (x>(y=elev[-1,0]+water[-1,0]) && x>o,\
-s * min(water,x-y))+\
if (y>x && y>o,\
s * min(water[-1,0],y-x))+\
..

there is a new Wingrass64-Selfinstaller (svn-rev39621) uploaded for testing at
http://grass.osgeo.org/grass64/binary/mswindows/native/ .
the installer is compiled within the osgeo4w-stack on WinVista32.
please test ...
