Okay it seems like GRASS 7 is one solution... it imports the Shape file.
Even
though a few polygons didn't make it but they probably caused the problem.
As I still wanted to work with GRASS 6.4.2 it was now a little tricky to

the GRASS 7 file (topology 5.1 what ever...) into a GRASS

Until today I used 6.4.1 from the ubuntugis repository but as I got the
same error message I upgraded to 6.4.2 (6.4.2~upstream2-3~pre).
I worked with 6.4.1 quite a while and had no problems at all. I'm pretty
sure that something with the Shape file goes wrong
Okay I'll give GRASS 7 a try... and let you know if it solved the problem.
