okay i find it.
i use netstat -su and see many packet receive errors. So I see that the
numbers of errors were similar to the lost messages. But why errors?
tcpdump see all UDP packet!
The solution:

Do not forget to add the new sysct variable in /etc/sysctl.conf without
sysclt-w part. Now you can reboot your system and the buffer is available.
