please make sure that the setting in your Graylog configuration is being 
called is_master 
<https://github.com/Graylog2/graylog2-server/blob/2.0.3/misc/graylog.conf#L1-L3>
.

Other than that, you'll have to check the logs of your Graylog server to 
find out the reason why this system notification was created.
