I was trying to build G-I on Windows using MSVC, and managed to get the
GLib-2.0.gir file to be built by g-ir-scanner (used the gcc preprocessor
as MSVC does not accept input from stdin[1], then run the MSVC compiler
on the
resulting temporary GLib.c), using the command like what is found

and afaik when building glib pkgconfig is used
